SMGS and CIM waybills: why Baltic forwarders need to understand both

Most European rail forwarders work with a single documentation standard — CIM, used across the 1435mm gauge space. The Baltic region is different. Two entirely different standards meet here: SMGS (1520mm, the Eastern space, inherited from the Soviet-era rail system) and CIM (1435mm, EU). For a forwarder operating in this region, that means understanding both at once — not picking one.
Why this is genuinely complex
SMGS and CIM waybills have different required fields, different structure, often a different language. When cargo travels through a gauge-break transshipment point (for example, Šeštokai–Mockava between Lithuania and Poland), documentation can change mid-route — sometimes a combined SMGS-CIM waybill is used, which has its own additional requirements. For a staff member used to one standard, this means an extra learning curve and a higher chance of error, especially for rarer, specific fields.
The cost of managing a dual standard manually
When a forwarder's team has to manually recognize which standard's waybill they're looking at, and know which fields are required for each, that means slower processing and greater dependency on specific employees' experience. For a new employee, learning the nuances of both standards can take months — and while they're learning, the chance of error is higher. This is NOT a verified statistic, just a logical consequence: the more complex and rarer a task, the greater the dependency on specific knowledge that's hard to transfer.
How automation simplifies this specific challenge
Automatically recognizing waybill type (SMGS, CIM, or combined SMGS-CIM) from the document's heading and structure removes the first, often unnoticed decision point — staff don't have to decide for themselves which format they're working with; the system does that, then extracts the fields matching that exact standard.
- Gauge-break transshipment point verification. The system recognizes known Baltic-region transshipment points (e.g. Šeštokai–Mockava) and flags unrecognized cases for review — not as an error, but as "needs checking."
- Different required fields by type. Wagon tare (for private wagons under CIM), the RID flag for dangerous goods, goods code — all extracted according to the exact document type, not a generic template.
- Honest acknowledgment of uncertainty. Rarer, specific SMGS fields that aren't widely standardized get flagged for human review, rather than filled in with a guess.
Where the competitive advantage shows up
Most general document automation solutions are built for larger, homogeneous markets — it makes no sense for them to invest in SMGS/CIM dual-standard recognition, since that's only relevant to a narrow, geographically specific region. That means rail forwarders operating specifically in the Baltic region can gain a real advantage from a solution specialized for this exact niche, over competitors using generic tools not built for this specificity — or not automating this process at all.
