Norwegian road toll audit

For hauliers whose vehicles run in Norway

The Norwegian road toll has rules the operator must apply on its own, and it has default values that apply whenever the data is missing. In both cases the invoice looks orderly. The difference shows only once the charge is recalculated.

We check your AutoPASS passage export against the published rates and rules, and we state three things separately: how much can be claimed back, how much can be saved going forward, and where the risk of a fine sits.

Four places where money disappears quietly

The emission class is not registered. For a foreign vehicle whose Euro emission class or fuel type is not registered, the Norwegian system applies the highest rate in its tariff group. In Oslo in 2026 that is the difference between 109 and 161 kroner per passage outside rush hour, and between 162 and 223 during rush hour. The emission class changes the rate in three projects: Oslo, Bergen and Kristiansand.

The hour rule was not applied. Within the same passage group, only one passage per hour is charged. If the invoice shows two, one of them should not have been charged at all.

The monthly cap was exceeded. Each toll ring has a cap on the number of chargeable passages per calendar month. In Oslo that is 120 passages for Indre ring and Osloringen together, in Bergen 60, in Trondheim 110 and in Kristiansand 50. Above the cap nothing is payable.

The ferry discount was not applied. A business customer with a prepayment agreement pays 40 per cent less. A customer holding only a road toll tag, without a ferry agreement, gets 10 per cent. A customer with neither pays the full price.

What is a recovery and what is a saving

We keep these two apart, because they rest on different rules.

Recovery. Section 16 of the regulation on issuers provides that an AutoPASS issuer must compensate the user for lost discounts or for an increased price caused by an error of the issuer or the operator. An unapplied hour rule, an exceeded monthly cap, an unapplied discount and a wrong rate for a registered class all belong here.

Saving going forward. Section 15 of the same regulation places on the user the duty to provide correct information for correct pricing. If the emission class was never registered, that is not an operator error — it is a missing registration. Once registered, the class applies from the registration onwards, and we do not call that a recovery.

We do not say that we will recover what cannot be recovered. That is the only way a list of findings stays verifiable.

Risk that is not yet on the invoice

For vehicles above 3,500 kg used commercially, a valid AutoPASS agreement with a tag is mandatory across the entire Norwegian public road network — for Norwegian and foreign vehicles alike.

The fine for a breach is 8,000 kroner. On a repeat within two years, 16,000. If it is not paid within three weeks it is increased by 50 per cent, to 12,000 or 24,000. The fine must be paid within three weeks even while it is being appealed.

An inspection also issues the fine when the tag number is linked to a different registration plate. We match your fleet list against your tag list and show which vehicles are exposed.

What you receive

A list of findings in which every entry carries the passage line, the station, the time, the rate applied and the correct rate, and the difference in kroner. Four separate totals: recoverable, saving per year, risk exposure, and not checked.

And a section called “Could not be checked”, which is always shown. It states which stations' rule parameters are unconfirmed, which vehicles' data is missing and what we therefore did not say. An audit without that section is an opinion, not a check.

What we do not do

We do not file the claim in your name. We prepare the reasoning with the calculation and a reference to the article of the regulation; you file the claim with your own issuer. The success fee is calculated on the amount the issuer actually refunded.

We do not give legal advice and we do not assess whether a particular claim will succeed.

We do not guess. If a project's rule parameter is not confirmed in the primary source, the check does not run for that project and the report says so. An unconfirmed parameter does not become an assumption.

When we are of no use to you

If your whole fleet is already registered with the correct emission class in every ring you drive through, the ferry agreement with a prepaid balance is in place, and the tag list matches the fleet list — there is nothing to check. We say so before, not after.

What is needed to start

The issuer's passage export (CSV or API) covering 12–24 months. The tag-to-plate mapping table. The fleet list with masses, categories and Euro classes. And the answer to one question: is the emission class registered with the issuer.

That single answer decides whether a finding is a claim or a saving.

Frequently asked questions

Where do your rates come from?
From the published tariff tables of each project, with their effective date. The station registry comes from NVDB open data. We do not use NVDB rates — they tend to be out of date.

Can the toll be recovered for the period before the emission class was registered?
There is no rule in the published sources that would provide for that. So we do not promise it. Registration applies going forward.

How far back can you check?
The general limitation period in Norway is three years, counted from each payment. We check as far back as the data you provide, and we mark which findings already fall outside the period.

Who is the claim submitted to?
To whoever issued the invoice. With an AutoPASS agreement that is your issuer, not the toll company. This is the most common point of confusion.

Do you check ferries?
Yes, if you provide the ferry invoices or the AutoPASS ferje receipts.

Methodology — how we check and what we do not promise.

What is needed

  • Issuer's passage export (12–24 months) (required)
If you do not have it: Without the export the audit cannot be carried out.
  • Tag-to-plate mapping table (required)
If you do not have it: Neither the mandatory-agreement check nor the tag assignment check will run.
  • Fleet list with mass, category and Euro class (required)
If you do not have it: Without mass and category we can state neither the tariff group nor whether an agreement is mandatory.
  • Whether the emission class is registered with the issuer (without it some of the checks will not work)
If you do not have it: The finding will be presented as a candidate: we will show the difference, but we will call it neither a claim nor a saving.
  • Terms of the agreement with the issuer (without it some of the checks will not work)
If you do not have it: The discount and monthly fee checks will not run.
  • Ferry invoices or AutoPASS ferje receipts (without it some of the checks will not work)
If you do not have it: The ferry part will not be checked.
